No. 1.
Consul-General Sir C. Hertslet to Sir Edward Grey.-(Received December 27.)
(No. 27. Commercial.)
Antwerp, December 24, 1906.
Sir,
I HAVE the honour to report that I am informed by the British Vice-Consul at Charleroi, in a despatch dated the 23rd instant, that a Syndicate has recently been formed in that town for the sale of window-glass (" Fourths ") to China. The Syndicate is known by the name of "le Comptoir des Ventes des Verros à Vitres pour la Chine,' which all the window-glass makers have joined.
I may further mention that only a somewhat inferior quality of glass is sold for shipment to China, and that there is no immediate prospect of a Syndicate being formed for the sale of all qualities and specialities of glass, the difficulties being too great to permit of an agreement between the various manufacturers being come to.
I have, &c. (Signed) CECIL HERTSLET.
